Rochester – Lima April 24, 2020 at age 88. He is survived by his seven children, Michael, of Wellsville, NY, John Jr. (Rhonda), of Rochester, NY, Margaret (Robert) Glenney, of Roanoke, VA, Mark, of Rochester, NY, Catherine (John) Starkweather, of Rochester, NY, Teresa Manning, of Manassas, VA, Caroline (Joseph) Mulrooney, of Irondequoit, NY, his second wife, Joan (Garvey) MacDonald of Toronto, Ontario, a sister, C. Virginia Finn of Milwaukee, WI, eighteen grandchildren and four great-grandchildren. He is predeceased by his wife of 48 years, Sheila Hogan Regan (1929-2003).
Born on April 18, 1932 in Philadelphia PA to James J. Regan, Jr. and C. Virginia (Manning) Regan, John Manning Regan was the second of five children. In 1953, he graduated from Saint Michael's College at the University of Toronto, where he met his wife, Sheila Hogan Regan, of Lima, New York. He enrolled in the United States Navy and was honorably discharged in 1956 with the rank of Lieutenant. In 1959 he graduated from Villanova Law School and was admitted to the New York State Bar. From 1959 to 1981, he practiced law in Rochester, NY. In 1964, he received a Master of Laws Degree from Yale University.
As a lawyer, he was best remembered as the attorney for the plaintiff in Babcock v. Jackson, a case that revolutionized the rules for choosing which jurisdiction's laws should be applied to the facts of a case. He was also the attorney for the plaintiff in the leading case under the Seventeenth Amendment to the United States Constitution, Valenti v. Rockefeller.
He was elected a Judge of the City Court of Rochester in 1981 and served a ten-year term. As a Judge, he published many opinions in the official reports, some of them controversial. He finished his legal career as an Assistant County Attorney and represented former County Executive Robert L. King in a case challenging the legality of unfunded state mandates.
